Sizing problem!!!

I am 5'3, 138lbs, and I wear size small. I ordered size small and despite the tag said size small, I could fit 2 of my size inside of this dress. It looked and felt like extra large! It was not that some parts of the dress fitted well and some did not. The entire dress is extra large. Horrible! I am so disappointed!
